In Ubuntu 12.04 there isn't a proxy bypassing (proxy ignoring) option in Network. If you go to your PC dash home and open Network, then you can see there is no any option for do that.
But not only for this proxy by passing, for many other setting changes there is a tool called "dconf editor".
To set up proxy by passing you need to install this first. In shell execute following command....
[sysadmin cp]~$:sudo apt-get install dconf-tools
You can find it by searching in "Dash Home". Then Navigate to System->proxy and edit ignore-hosts as you wish... :D
(In ignore-host you can add which IPs or hostnames you need to bypass)
